Ver 0.3.3 UI Updates

Fixed a bug that caused enemy speeds not to be saved when saving an encounter

Click and drag based scrolling is now disabled on the Windows version for all panels except maps

Updated the color selection to be simpler and work better on mobile

Added the toolbar on mobile. It displays which panel you are on

Made the toolbar toggles more clear on PC

Made nicer looking buttons
